The blinking light under the steering wheel of the Ford F350 is probably the seat belt warning indicator. Latch the seat belt to see if that solves the issue.

That light indicates the security system is working properly.
Under the hood of the car we found a yellow sticker with the following instructions and explanation for this "problem." To fix the blinking you need to locate a black button on the dash under the steering wheel. With the key in the ignition and in the on position press the black button to reset the system. The hazard lights should stop.
The filler tube is marked, on the diesel at least. It is under the bonnet.

If it's a driver's side air bag it could be a broken clock spring under the horn pad. The light is blinking it doesn't say which side. How would you know.

Everything runs clockwise. Belt is located under the tensioner.

If you mean the white one with a black top on it and a torx type depression in the middle of it - it is the power steering fluid bottle. Mounted on top of the electric power steering unit
