I assume you mean fuel that has been discharged. The first stage would be dismantling where the assemblies would be physically taken apart so that individual fuel rods can be handled. The next stage would be chemical treatment, this is established under the name PUREX which has been used for a long time in UK and France. This will result in streams containing the fission products, residual uranium, and plutonium. What you do with these components then depends on political decisions. See link below.

What part of the nuclear reactor is the fuel located in?

The nuclear fuel is found in the fuel rods. These fuel rods are formed into fuel bundles called fuel assemblies, and together they make up the reactor core.

Does nuclear energy blow up?

No. Define "blow up". Power plants have malfunctions that can kill people, unrelated to nuclear fuel. Nuclear elements can be arranged to blow up but you have to get everything exactly right. More danger exists from exposure to the fuel, if it has been activated.

When do fuel rods start to heat up?

Fuel rods in a nuclear reactor start to heat up as soon as the nuclear fission process begins. This process generates heat through the splitting of atoms within the fuel rods, leading to an increase in temperature.

What are the special fuel tubes in a nuclear reactor called?

Use of the word "special" puzzles me, the fuel tubes are actually tubes of zircaloy filled with uranium cylinders, each of these is called a fuel rod, and they are made up into fuel assemblies with zircaloy fittings. Each assembly will contain perhaps 200 fuel rods, and is handled as a single complete assembly.
