Breeder seed is used to produce an F1 generation of seed.

For example, a plant breeder may produce a parent strain of seed (P1), this is then planted, when the seed is harvested it is a hybrid strain (F1), that contains all the genetic as well as physical characteristics that the breeder wishes to sell to a farmer.

However, in most cases if the F1 seed was planted out, and let to "go to seed" it would no longer contain all the traits of the F1 or P1 seeds.

Edited answer:

The breeder seed has 100 percent genetic purity, since it is produced by the breeder himself or his/her associate who is totally aware of genetic make up of that variety.
