That is bribery, although in the United States it is called lobbying. Another example is if a police officer apprehends you and you give him money to let you go.
Bribery affects behaviour, but does not affect attitude. The only time it does is if the person being bribed is in a position to affect attitude. This was the situation when disc jockeys in the 50s and 60s took bribes to promote certain recordings (the "payola" scandals).
