Well, in 1742, the midieval ruler's claimed that they had all the power, but really did not. In an absoulte power though, the rulers were absolute, therefore had all of the power whereas medeival rulers only had partial power, and most of the time it was revoked. This was is also true in present times though is not relevant.
If by ruler you mean one person or a small group, then it would be called a "Dictatorship".
In ancient Egypt the rulers were called Pharaohs.
The absolute ruler of Egypt was the Pharaoh.
Where a ruler can be considered any one in power, not all rulers are Pharaohs. Just as blue is a color, but not all colors are blue, Pharaohs are rulers but not all rulers are pharaohs.
