induction
Negative charge.
This phenomenon is known as electrostatic induction.
Static electricity is a non contact force because : Whether an object is charged by conduction or induction or even by friction they acquire a charge and the objects acquire opposite charge in induction and friction but same charge in conduction. So when the charged body is brought near an uncharged body if they have opposite charge they will be attracted towards the charged body due to the movement of ionic particles.
A non-contact force is a force which acts on an object without coming physically in contact with it. The most familiar example of a non-contact force is gravity, which confers weight. ... Gravity, the force of attraction that exists among all bodies that have mass.
In that case, the fact that the charges are rearranged - there is an electric dipole - can cause the charged object and the object with the zero net charge (but with an electric dipole) to attract one another.
It becomes charged. (negatively)
Due to an object nearby, the electrons move to a specific direction as they are either attracted or repelled by it. Such as if there is a negatively charged object near an uncharged object, the electrons in the uncharged object will move as far away from the negative object as possible, and this is what you called an induced charge.

It's due to static electricity build up. The balloons have become charged with electricity and it is the same charge on both balloons (either positive or negative). Opposite charges attract, identical charges repel each other.
