Throughout development cells progressively specialize by utilizing different parts of the complete genetic instructions or genome that are present in each cell. Some genes are turned on in some cells and some genes don't. That is why a bone cell does not have the characteristics of a muscle cell. Because not all the genetical codes are turned on. Each one is specialized.
