The word cellotape (1 word), where it refers to cellophane adhesive tape, is an all-too-common, but understandable, misspelling of 'Sellotape', the primary brand of household adhesive tape (a.k.a. 'sticky tape') in the British Isles. Like Hoover, Band-Aid, Thermos, Aspirin, Yo-Yo and Zipper, the word 'Sellotape' has become a 'genericised trademark' in the UK and beyond. In the US, the common term is "Scotch Tape" - also a genericised trademark.

The product name has its roots in 'cellophane', from which the tape was originally made. (This is no longer the case, as cellophane tape perishes quite quickly, and better, longer-lasting plastics are now available).
Cello Tape (2 words) may refer to 'cello tapes.' A band of electric tape (or similar), placed in certain positions under the strings on the fingerboard. The purpose of which is to mark the location of particular notes for inexperienced players.
I would just get cello tapes because it could ruin the paint on a cello.

Take electrical tape either colored (if you want to be able to see the tape clearly) or black (if you just want to make a subtle marking that won't be noticable from far away) and cut a thin strip about 3/8" wide and as long as is necessary to span the distance between your C and A strings, no longer. Slide the tape under all of the strings above the spot on the fingerboard that you want to mark. Press down on the tape.
What is the material of the tape? If it is paper or cloth plaster there may be pores inside them so they are not. but the cello tape or scotch tape is made of polymer and hence an insulator. But be careful as these tapes are very thin and can melt if the high current flows. So better use the insulator tape.
You might have to go past the last tape to reach a higher note, or in other words, shift.

there are many flats, but they sound more sad. some are the note lower than your first tape, and some are two fingers.
