It means you need to "confirm" your email, meaning to send you email back to the site or whatever you signed up for. If it is just an account on a website, then all it wants is to make sure that you gave them the right email.

it is so that you type it twice in order for the website or whatever knows that there were no mistakes made when you typed it in the first time :D
