Technically speaking, a pulse rate 100 and above is "high." This is referred to as tachycardia. However, pulse rates are unique to individuals. If a person's resting heart rate is normally 60, and he or she all of the sudden has a resting heart rate of 90, this would probably be considered high, even though it does not technically fit the definition of tachycardia.

There is no specific heart rate that accompanies the medical condition of high blood pressure (hypertension). If you are otherwise fit you may have a reasonably slow rate (eg 60) or the opposite if you are unfit. You may also have other underlying problems that could affect your heart rate.

However in physiological terms the body system acts to maintain blood pressure so if something causes your blood pressure to drop (eg standing up suddenly or taking certain drugs) then your heart rate will speed up to raise your BP back up - so that your brain and other parts of you will get enough blood flow.

Conversely, when exercising both blood pressure and heart rate go up in order to keep the high blood supply needed by your exercising muscles.

102 beats per minute is probably a higher pulse rate although many people will have this after running.
