It depends on the Social group. Maybe for office workers, coats or barongs used in the office regularly will pass for semi-formal attire. Those called "Designer" suits is considered for formal attire. Then most probably for students, a shirt and tie would suffice for semi-formal attire in the Philippines.

Twill pants can be acceptable at an office if your dress code is business casual, or less formal than that. However, if your office maintains a dress code that requires formal business attire then your best bet is to either talk to your HR department to see if you can wear that material, or to just stick with your formal attire. It may be passable on Fridays since most offices tend to be quite lax about dress code on Friday, but again, check with your boss or your HR department.
