Fluency depends more on how well you come to grips with a language than how many words you can translate. (I've spoken English all my life and still dont know every word in the language!) If you can speak a language comfortably and confidently, without too much hesitation, especially in the presence of someone who was born into the language, then you can consider yourself fluent in it.
