The concept of "small talk" doesn't exist in Finland, so silence is a normal part of their lives, though Finns are comfortable with it. So any conversation that Finnish people have would be of some sort of importance - it may start off with "Hi, how are you?" "I'm fine, thanks" and then diverse into more important topics, but they would not continue to talk about nothing ("oh, the weather's nice today...," et cetera). Finns are also perfectly comfortable being together and sitting in silence, as it's a normal part of their culture.
