Decision making is usually a process by which (in terms of politics) a group of people, or just one person - follows a specified set of regulations to come to a conclusion.
For example, in the US the decision making on laws is done by the legislature. The process is suggested by the Presidential body, sent to the House of Representatives who decide if that particular law should be considered etc..
