windows programs output text and graphics data to a logical device,known as device context or 'DC'. Then the conversion from the DC to a real device , such as video screen or printer is done by the windows. The advantage of using the DC is that the graphics and text commands you send to the DC are always the same, regardless of whether the physical output is shown on the VGA screen,IBM 8514 video device, printer,etc.
