There are many slang terms involving drugs and the word "devil". It can be hard to tell. "Devils Weed" or Datura is a toxic plant that commonly grows all over the Americas which is sometimes mistaken for psychedelic hallucinogens, but many indulgers end up poisoned and require hospitalization. "Devils Breath" could suggest Scopolamine which some cartels in Colombia are said to have blown in faces to confuse people and make them lose their willpower, sort of like a zombie. A very small amount of that stuff can kill a person or cause lots of medical complications.
