Typically this architecture is realized by the system architects.
It represents the set of architectural ideas as gathered by the system architect through his understanding of the system.
Descriptive architecture on the other hand represents the the architecture as realized for implementation.
Programmers and system designers realize this architecture.
It may be different than that of perspective architecture as it represents ideas gathered by system programmer through his experience.
