Not a big difference, an ordinary transformer only have one voltage out for instance 12 Volt, where a center tap can supply two X 6V with the center tap as 0 volt and 12V it is normally called a 6-0-6 or 9-0-9 an advantage of the center tap is that you only need two diodes to get full wave rectifying where with a ordinary you will need a full bridge to get full wave rectifying

The construction of a centre-tap transformer is the same as any other mutual transformer: a primary and a secondary winding, wound around a silicon-steel core. Typically, a centre-tap transformer is a distribution transformer, used to step down the high-voltage distribution voltage, to a low-voltage suitable for supplying one or more residences.

The secondary (low voltage), 240-V, winding has three terminals: two connected to opposite ends of the winding, and a third connected to the centre of the winding. The centre-tap terminal is earthed (grounded) and provides the neutral which is then at approximately earth potential (by general agreement, zero volts), while the outer terminals are at 120 V with respect to the neutral.

So a centre-tap transformer is used to provide the standard 3-wire 240/120-V low-voltage residential supply that is standard in North America.

Due to this separation you have a oil water interface the water can also get taped off here if you have a large water content in the oil. the impurities will just build up unless the bowl is self cleaning meaning in a set period of time it goes through a cleaning cycle that makes a opening at the extremities of the bowl allowing the impurities to exit and collect in a sludge tank.
