So "doggy death row" is supposed to be the place where dogs are killed when they are too aggressive or if the dog kills someone else pet / domestic animals.
It refers to the death row, witch is the place where people are killed in jail after a crime.
(Hopefully some country think the other way but it's another question ;))

doggie death row is a slang term that refers to a line of cages which are filled with dogs who will be euthanized (killed/put to sleep) if they are not immediately adopted. Some shelters only have a certain amount of time they can house an animal trying to rehome it. If that number is exceeded unfortunately the animals are killed. This is why no kill shelters are the way to go if possible
