One could argue that it was a good thing that Japan attacked Pearl Harbor because if they had not done so, the US might never have entered WW II and as a result, it is possible that the fascist powers of Nazi Germany and Imperial Japan would not have been defeated, and might exist even today, in 2013, continuing to do tremendous harm to the world with their oppressive and racist regimes.

World War 2 did not have a treaty such as the Versaille Treaty. Instead, the Allies secured unconditional surrenders from Japan and Germany. There were non-aggression pacts between Germany and several countries. There was a an agreement done in Munich before the war. The United Nations was formed and the Atlantic Charter was created though.
Germany rose up with determination and knew that what they had to do was to be done, and so they did whatver they had to do.

Preventing world war 1 would have prevented world war 2. If Hitler was killed in ww1 well Fighting that would have left Germany out of the war. Japan Might have still done waht they did but I don't think that would make it a world war, just a war.
No. By the time the US dropped the atomic bomb on Japan, Germany had already surrendered. While Germany did have a nuclear weapons program during the war, it did not actually get to the point that they were capable of building a working bomb.
They could have enforced the treaty of Versailles. just allowed Germany to eliminate the 'undesireable elements of society' and rule all of Europe and let Japan do the same in Asia. That's all they wanted.
Japanese industrialization took place later and was done more quickly.
