Definitely the technology that is being produced today. With there being smarter and stronger weapons and vehicles out there, it means that our tactics and conducts need to change. It also means that there is less of a human death toll than in previous wars since we are turning to automated vehicles and air-crafts. Terrorism is also another reason. The constant threat of a citizen trying to kill your soldiers will cause a government to change the way that the soldiers are trained and utilized. Nuclear capabilities is also causing us to change our ways; since quite a few countries have these capabilities, the other countries will think twice before attacking one of those countries or the countries below them.
Weak armies conduct guerilla warfare; weak navies conduct "Guerre de Course" (Commerce Raiding-such as Germany's submarine warfare in WWI/II). Strong armies fight conventional battles; strong navies fight "Guerre de Escadre" (warships against warships/fleet vs fleets).
I am not sure what particular War you are talking about, perhaps being more specific with your question may help. Generally once gunpowder was invented warfare changed dramatically and became seriously dangerous and new training of soldiers was required.
