"Driving" is generally considered to entail operating a motorized vehicle between point A and point B. "Driving skills" are your ability to interpret driving scenarios for potential hazards and being able to handle the equipment safely in such scenarios. There are the basic skills you must be able to demonstrate before obtaining a Driver's Licence, such as parking, highway driving, signalling, etc. Other skills you gain from experience could include driving in snow, collision avoidance, or stunt driving.

One would not usually describe the driving skills themselves as ignorant; ignorance implies a lack of knowledge, which is not something that a skill (being inanimate) can have. A person attempting to gain the skill may be ignorant, however - thus it would be more accurate to describe the driver. e.g. They were ignorant of all driving skills. The drivers were ignorant. Their driving skills demonstrated their ignorance.
