Check out the American Payroll Association (APA) at www.americanpayroll.org. The Payroll Source is the simplest to understand book on payroll. There are quizzes at the end of each section and tests on the CD that comes with the book. APA also creates an online learning tool called PayTrain. It costs around $500 but is so worth it. It comes with 7 books and your training is online. From there you can sign up to take certifications from the APA of the FPC, for those without payroll experience, and the CPP for those with payroll (accounting) experience.
