Is it normal to get large welts after laser hair removal?

...I had EVLT (endovenous laser therapy) for vericose and spider veins. That very same evening I broke out with enormous raised, red, welts. They started on my upper left thigh -- measuring about 4" X 7" in size. Then they spread to my other thigh, stomach, and untimately my feet -- major swelling. The doctors blamed it on Lamisil -- a drug I had been taking orally for the last week for toe nail fungus. They assumed it was an allergic reaction. I have my doubts now, since it has been over three months now, and the welts will come and go without warning. The Lamisil is out of my system now. The laser therapy is the thing that seemed to "trigger" the welts. It's almost as if the laser therapy resurrected something dormant in my system that is no longer dormant and continues to rear its head without warning. So, I am convinced that laser therapy CAN provoke hives/welts. (By the way, I hav been to several doctors -- PCP, and allergist. They are dumbfounded and can't find a cause . I did blood work...but I have always been suspicious of the laser therapy timing of these events.
