Yes of course it can and probably will only difference is, its more than likely it will not hit earth, as we have a slight advantage over the dinosaurs our "Intelligence". They would lauch a stream of nukes and evicerate the comet well outside earths orbit to prevent any fragments hitting us, most of the smallish ones would burn up and break apart when entering our atmosphere.

I assume the other phase of life you are refering to is DEATH. Now to properly answer the question of why people die after a stoning we have to analyze the circumstance of the stoning. Things like adultery, blasphemy, hedonism, claiming to be God, being drunk in public, imitating Chuck Norris, arguing with the Sanhedron, bearing children, or cyberterrorism are all good examples of why someone would be stoned. Next lets look at the physical implications of being stoned. Rocks are hurty. They make big booboos. Larger rocks make bigger owies than smaller rocks. Now take several dozen of these big owies, maybe to the skull or ribs, cracking bones and causing splinters from said bones to evicerate the inner organs and all the stuffs people need to live. Looking at it from the other side of the fence, I guess the people doing the stoning see this dead guy they just creamed with a ton of rocks would see this and think "Oh crap. I don't want that to be me." This is how people back in the day grew some common sense. If that's your definition of another phase of life then rest assured we will all enter this phase of life only after you've terribly mutilated a person with a plethera of stones.
