You put a pot of water on high and let it boil and then place the uncooked pasta in the pot. Then you turn it to a tad less than high and let it cook for 4-12 mins depending on the noodles you buy. Rice noodles will be around 3-4 mins but whole wheat pasta on the other hand takes 10-12 mins. In all it will take around 14-22 mins in all. Then rinse and serve.
Cooked pasta should not be left out at room temperature for more than 2 to 3 hours. Any food that is left out at room temperature after cooking can be dangerous at any time past the 4 hour mark.
When actually cooking the pasta, the important decision determines when to stop cooking. Pasta can be quite chewy or just barely resistant to the bite.

As you get higher above sea level, air pressure decreases. Water boils at a lower temperature when the air pressure is lower. When the water temperature is lower, pasta and anything else takes longer to cook.
Dried pasta has a better shelf live. Fresh pasta will cook much faster. Fresh pasta has to be refrigerated while dried pasta can be kept on the shelf.
Pasta should be cooked in lots of boiling water.
