MP3
You can't unless you rename the file with a .mp3 extension.
.mpga essentialy is an .mp3 file, with a different extension, so converting is pointless. Try simply renaming it to .mp3, and then try playing it.

Photobucket does not want you to upload MP3 files to their site. The only way you might be able to do this is to change the file extension. You may need to tell your operating system (Windows, Mac, etc) to show file extensions before you can do this. Do a web search on it I you don't know how. Now you should see .mp3 at the end of all your MP3 files. Start renaming the file (in windows, you can click the file, wait a second, then click again, or right-click and select "Rename".) Now backspace the .mp3 and replace it with a photograph extension, like .jpg and press Enter or click out. Now try uploading the file. PhotoBucket may reject it, but probably not. The only problem is that when you download the file, you will need to change the file extension back to .mp3 before it can be used.
Nothing. You have simply changed the extension. That won't change the file format. To do that you need to convert the file with conversion software.

If you have administrative permissions you may be able to change the Attributes of the file to be unreadable by others without administrative passwords or your private password on the machine. You could mask the files by changing the extension so they do not appear as mp3 files (but then your player would probably not recognize them either unless you could associate the new extension to the player and hope it recognizes the mp3 from the file header and not just the extension).
