The fly wheel is a large, heavy, but thin wheel fitted on the end of the crankshaft. It is primarily to give smoothness to the engine rotation, but also carries a ring gear on it's outer edge to engage the starter and a plate in the centre to connect to the flex plate of transmission.
If it has a pull string then it has a fly wheel. But the blade itself is not the fly wheel. The fly wheel is inside the upper chassi where the motor is.
FInd the transmission, find the fly wheel, find the fly wheel then the starter motor wheel be right next to it.
There is no such thing as a Fly Wheel Belt, unless your refurring to the timing belt which is hooked to the crankshaft which the fly wheel bolts to... The Timing Belt is on the front of the engine.

The transmission has to be removed. Once the trnsmission is removed the fly-wheel is right there to be removed.
Make a plate 150mm x 150mm x 10mm with three holes drilled in it then bolt it to the fly wheel using M10x 30mm bolts but make sure you space the plate from the fly wheel to clear the fly wheel bolt and weld a chain over the center of the fly wheel bolt on to the plate and it will lift the motor dead center.
Wrong starter, wrong fly-wheel, Bad starter drive, worn fly-wheel. Starter may need to be shimed.
