Tuxedos are traditional formal attire for men. I would think that for a graduation you would wear a nice suit. If you are a guest at a wedding, you should ask the bride what to wear, a suit or tux. If the invitation says "black tie" that means a tuxedo.

Can a dk blue blazer and khaki pants a and tie with shirt be considered formal or semi formal to attend a wedding?

khaki pants are never formal. you can wear them to a semi formal but black or grey would be more appropriate. the outfit you described would best be used for an afternoon dinner or a casual wedding 20 or fewer people... go to a nicer clothing store and ask a sales person. you may need to shell out a few dollars but it is better than looking dumb you might meet the person you can spend the rest of your life with. but they might be slightly shallow.

What is the word for non-formal dress?

Casual, or neat casual. (Two different types of dress.) Casual is what you might wear around the house when you aren't planning on going out or receiving visitors. Neat casual is when you might dress up a little, say, to go down the street. Also for a funeral, birthday party, or to go to the city. Formal is when you dress for, say, a ceremony; maybe a deb, graduation or wedding.

It's completely your decision. If you're having a very formal event, favors might be out of place, but otherwise a memento of the occasion would be nice.

What clothing is in Argentina?

City men or sometimes women dress in garments similar to those worn by Australians. Rural workers might wear the traditional gaucho clothing, which is a wide brimmed hat, a poncho, and a loose pair of trousers tucked into boots. Gaucho is mostly worn in European counties. Other people when going to work might normally wear more formal clothing, such as slacks and formal shirts, while others wear uniforms. Children also may have uniforms when going to school, or other children might wear any soccer jersey because its on of Argentina's favorite sport.
