French Cut (often ascribed to panties only) are panties with a more triangular look to them. The leg holes are much more slanted from the gusset (crotch) to the hips, which are also much thinner than standard cuts. Also the back panel has a much narrower than full cuts and do not often cover all of the posterior. Hope this helps

They are called french fries because of the way they are cut and the way they are cooked. In cooking, a long thin cut is called a french cut, and then of course they are fried, so you get french fries. I wouldn't be surprised to find out they were once called french cut fried potatoes and it just got shortened along the way.
