If you want to create a fillable form field in an existing pdf file, you may can a pdf editor. Or if you have acobat x/pro, you can turn to it. If you want to make your existing PDF file editaable you could still use PDF Editor. With it you can edit the pdf directly.

However, you might find that a transcript of your tax account is sufficient for whatever your need is. It is faster and cheaper (free), but does not contain an actual image of your tax return. You will need a PDF server running somewhere that can be accessed by your VB code. It will need to be called from the code through the server and get the PDF file in return. I did that with Tweak PDF Converter, an pdf editor for converting pdf file to word form.
