The best starter Pokemon in Emerald/Ruby/Sapphire is Torchic. If you level it up well, it'll sail you through the first 3 gyms with ease.
There is no way to catch a wild Torchic in Pokemon Platinum. The only way to get one in Platinum would be to transfer from the Generation 3 games (Ruby, Sapphire or Emerald) where it is a starter Pokemon.

You can't. Palkia is from Pokemon Pearl(Generation 4) and Pokemon Ruby is a Generation 3 game. You can transfer Pokemon from Ruby to Pearl/Diamond through the Pal Park, though.

Well, you have two options: 1. Cheat and use a gameshark. 2. Get a starter. Trade it to a friend, and then start over. Then get another starter at the beginning of the next game. Trade it also to your friend. Then, start the game over a third time, and Get the final starter. Have your friend trade all those starters back to you, and then you have them all!
