Gerrymandering is not illegal. It is drawing districts to give your party an edge. For example, there are four districts, you draw them so that there is only one Democrat district and three Republican. It is not illegal as long as the districts are compact, hold about the same amount of people in each, and are connected. The districts are redrawn in every year ending in a 2, after the census is taken. They must be approved by the governor and court.
