In a communist system (small 'c'), the government does not allocate any output. In a Communist system (big 'c'), the government, historically, has taken direct control of firms, mandated their production levels (or quotas), given them all the inputs considered necessary in production (from other quotas), and then takes a portion of their output for redistribution.
As this is a question seeking an opinion, this answer is an opinion as well. It is not "fact".NO. It is repugnant that the government should be the sole voice in determining what products should be produced and which products should remain unproduced. The government still has a valuable role in incentivizing production of some products and banning or de-incentivizing production of other products, but putting control of production exclusively in government hands has repeatedly produced product shortfalls, starvation, and overproduction of undesired products. Command economies have led to the death or malnutrition of millions of people.
Deregulation of business refers to a reduction of government. With more control over, government has less involvement in businesses, which is why it is considered to be a smaller government.
A command economy is one in which the government makes decisions regarding production, consumption, and all other aspects of the economy. It is a primary feature of any communist society.

Both are modes of production, but other than that they have nothing in common. Socialism has no classes, no money, no wages system, production form use, no government.
When the government controls the land and all the other means of production it is known as Communism. Communism is the system of in which all social and economical activities are controlled by a totalitarian state that is dominated by a single, self-perpetrating political party.

Both the government and private owners makes economic decisions because the government has control over certain important industries, such as Eskom, while private owners control other important industries.
