Actually, I think that is a Johto region pokemon, and seeing as Firered is a 1st gen remake, which is set in Kanto, you can't find it in the wild. You might be able to trade for it.

To migrate firered Pokemon to a fourth gen game you must first have the national dex and have delivered the ruby and sapphire to celio once you do that you need at least 6 Pokemon you want to migrate in your PC each can't have HM moves and they can't be eggs. Once you have all that set up save your game in a Pokemon center then put firered in your DS and turn on your 4th gen Pokemon game choose migrate from firered follow the instructions then choose the 6 Pokemon that you wanted to migrate once your done go to the pal park and catch the migrated Pokemon and your done.

Yes, you can set a Pokemon free! All you have to do is go to a PC in a Pokemon Center and select BEBE's PC. Go to the MOVE POKEMON option and then move over the Pokemon you want to set free. Press the A button and scroll down to the RELEASE option. Remember when you do this you can never get this Pokemon back!
