War of the Fleets, fleet engagement
Weak armies conduct guerilla warfare; weak navies conduct "Guerre de Course" (Commerce Raiding-such as Germany's submarine warfare in WWI/II). Strong armies fight conventional battles; strong navies fight "Guerre de Escadre" (warships against warships/fleet vs fleets).

Strong navies (battlefleets) fight fleet battles; Guerre de Escadre. Weak navies (no battlefleets) fight merchant warfare (aka commerce raiding); Guerre de Course. The same is true for land warfare. 1. Strong armies fight conventional warfare. 2. Weak enemies (with no army) fight guerrilla warfare. Germany's U-boats, were in effect, fighting a guerrilla war on the oceans; because they had no army (navy) to fight conventionally with.
There are TWO ways to conduct naval warfare: 1. Guerre de course 2. Guerre d' Escadre Germany chose Guerre de Course, "Commerce Raiding." Attacking a country's merchant vessels. Germany did NOT have the Battleship Fleets (or Aircraft Carrier Fleets) to conduct Fleet Engagements; Guerre d' Escadre.
By engaging in Guerre de Course (merchant warfare) instead of the traditional Guerre de Escadre (Fleet to Fleet sea battles).
German subs fought "Guerre de Course." (Merchant Sinkings) Japanese subs fought "Guerre de Escadre." (Warships vs Warships) US subs fought both.
WWI-Sinking merchant ships (Guerre de Course) WWII: 1. Germany, again, pursued "Guerre de Course." 2. Japan pursued "Guerre de Escadre", warship to warship (fleet warfare). 3. US pursued both...the USN was strong to fight both types of warfare.
Germany had a weak navy (weak battlefleet). Nations with strong navies could conduct Guerre de Escadre (fleet actions); nations with weak navies had to revert to Guerre de Course (merchant warfare).
Germany used their subs for "Guerre de Course"-Merchant Ship destruction (Commerce Raiding). Japan used their subs for "Guerre de Escadre"-Fleet Warfare US-the USN sub force was powerful enough to use both types of "Guerre"s-Fleet and Merchant warfare.
Weak naval powers, such as Germany during both world wars, had to revert to "Commerce Raiding" (Guerre de Course) as they did not have a powerful enough surface navy to challenge their enemies on the high seas. Thus their submarines fought primarily merchant warfare; and not fleet actions (Guerre de Escadre).

Germany used submarines in 1914-1918 and 1939 thru 1945. On both occasions Germany conducted Guerre de Course warfare (attacking civilian merchant vessels). Navy's that are weak revert to Commerce Raiding (Guerre de Course). Strong navies with battle fleets conduct Guerre de Escadre (fleet actions).
