Answer: the best way is the fist of guthix(located in the lvl 7 widerness) it gives free runes

after u have 43 magic and are rich, mine a lot and use superheat on the ores to smelt them

Answer: With the new skill of Dungeoneering, you can train any type of combat, including magic, "for free". Actually you have to buy the rune essence and make runes, but the monsters you kill drop lots of money, with which you can buy rune essence from the Smuggler. Note that the money or other items can't be taken outside the dungeons; but you do get the free experience.
