well, it can mean many things. in Phylosophy (my spelling is nothing to be proud of so please forgive me) it may mean a happy, caring community like one in religion etc (if you are looking for one i suggest the Armish or the Muslim community dear, they're jolly nice). but healthwise it means a community with no illnessess, desease or wrong doings!
