1 kg of water. Water is less dense than lead. This means that the same volume of water will be lighter than the same volume of lead. Reversing this, 1kg of water will have a larger volume than 1kg of lead.

The term weight is a bit confusing in this context. If you have equally sized blocks of metal, say one cubic foot each, you might wonder which would have the grater weight if you placed it on a scale. The block of lead would weigh 709 lb and the block of steel about 490 lb. This because the lead is denser than steel. It has more mass packed into each unit volume of metal.

the lead has a smaller volume because it has a much larger density (mass per volume) steel is about 80-95% iron. density of iron is 7.8 g/cm3 density of lead is 11.35 g/cm3

As silly as it may seem...It is a pound of both substances. Really it does not matter whether it is a pound of cotton balls or a pound of rocks. They both weigh the same. Hope it helped.

Lead will maintain it's velocity farther down range because the steel has more wind resistance. And because lead "weighs" more and is traveling faster downrange, it will penetrate the target more.
