I strongly suspect that that's not true. I can't find any place on I-80 in Pennsylvania that's above about 1,800 feet. I-77 in southern West Virginia reaches around 2,600 feet, and I-26 in appears to reach about 3,800 feet near the North Carolina-Tennessee border.
The highest point on I 80 east of the Mississippi is in Pennsylvania. It is near the Penfield Exit. I believe it is around 2250' in elevation. It is however not the highest point or highest interstate east of the Mississippi. Just on I 80 itself.
