So far you can't trade from ruby to sapphire or vise versa but if you could then i would say that it would be like the rest and you could trde them all.
In the areas of the ocean that are a darker blue than the rest of the water.
The only Pokemon exclusive to Sapphire is Lunatone. The rest can be caught in either Ruby or Emerald.

Trading or with a gameshark --- You can not get all the 386 Pokemon by simply owning just one game. In order to get the rest you need to trade with Fire Red, Sapphire, Ruby and Emerald.

You can do many things after getting the National Pokedex. You can find the Ruby and the Sapphire, give them to Celio in One Island's PKMN Center and trade with Ruby/Sapphire/XD/Colosseum. You can visit the rest of the Sevii Islands, find pokemon not native to Kanto, and much more.
In order to enter the Pokemon center, you will need to continue on with the progress of the game. In every town you visit, check the Pokemon centers. One of these centers will open, allowing you to visit the rest of them.
