On Ghost Story island, you will need to get a room at the Inn (see the young guy in the cemetery) and then take a nap there. You can pick up the violin by the piano after discovering the trick by the Inn owners. Play it near the Haunted House to reveal the ghost in the attic, then climb down to get the binoculars after the Magistrate hauls away the ghost hunter. Once you see the attic closely, you can enter the house through the metal basement door.
