What is infant betrothal?

There are religions and countries where as far back as when was a baby, the parents would sign papers on whom they were too marry. This is strongest in royal families, their Not wanting others genes to mix with their own. Yet this had a side effect of often causing defective babies/children!

Even The Bible states we are not to marry too close to our family.
