it is a access point that is free to use
you cant get internet without an access point.
A PSP is connecting to a wireless access point. Whoever pays for the point, is paying for the PSP's internet access.
You can't really purchase an access point, mostly you can just purchase an internet connection and a router to give yourself an access point. It's an internet connection.

Well, if you have an internet connection subscription, then it doesn't matter where you can get an access point because the household receives internet connection. If you have an internet service provider, the wireless access point should be an automatic process.
An network access point is where you can wirelessly or wired (depending on the router) gain access to network capabilities it is connected to (eg. internet, domains, remote desktop). The access point when wireless has a WEP/WPA authentication key to prevent unwanted connectors from gain access to those privileges mentioned. The connection goes from the internet modem, then to router (the access point), then to the device you wish to gain network for (whether wireless or wired)
Most commonly in houses there is a wired connection from the ISP to the wireless access point. The computers in the house are wirelessly connected to the wireless access point. Having said that, access points that make use of 3G cellphone networks or WiMax do connect wirelessly to the internet. But that is not common yet.
