Yes, it is the magnetic field that is generated when conductors are in a short circuit high current condition. This same action can be seen on a welders cables. When the welders cables are wound up and are hanging in a big loop from a single support there is a lot of conductor lying in parallel with each other. When the welder strikes an arc you can visually see the cables try and move toward and away from each other. The high DC current created by the arc creates a magnetic field around the individual wires. Depending on the direction of the current flow some wires attract each other and some oppose each other.
