When waves break they tend to trap air bubbles and form a short-lived foam. These bubbles reflect light and therefore be seen. This applies on open sea and not just at shore or coastline.

I think it's just part of what Sara Teasdale is trying to make us picture about everything lovely. The "Blue waves whitened on a cliff" is just describing how waves turn into white foam when they hit the cliffs just like waves do when they hit the shore.
