Pebbles form mostly from the deposition in the area of either a lake or ocean, it is very simple to find a small easy rock and easily say that's it smooth, it from the mixture of sand and soil in the waters, mostly salt water.
Along with breaking seashells and coral etc. into smaller pieces, this is how beach sand is produced.
