Because there is no atmosphere... there is not enough water and it is not hot enough for the water, if there was enough (which there's not) to be evaporated by heat (little of that, too). Therefore no clouds emerge, hence no rain.
By having too little rain plants will not get enough water and die which means fewer insects, fewer frogs, and fewer birds. idk about too much

In the wild, lions would get very little rain. However, in a zoo, it would be ensured that a lion would have enough water to survive, without overhydrating it.
