It depends upon weather he is attracted to you, has a crush on you, ect. If he does, then this means he doesnt want to be openly caught staring at your amazing beauty!

A lot of guys are like this. If you want to reel him in, try the "sticky eyes" approach. You look at him, then up at the ceiling or down at the floor or somewhere else in the room that is close but not to close to him. Then look back up into his eyes.
You should try to do this in the most alluring fasion possbile of course. And if you are ever having a conversation, occasionally flick your eyes down to his lips and then quickly back up to his eyes.
