I think you mean OMGHHKP (double 'H' not a WH) , a youtuber called juicystar07 (blair) started this and it just stands for 'Oh my god hurray happy kind people'.

There are loads more who are amazing but juicystar07 is my fave hope this helps. :)

Juicystar07 is a 17 year old makeup guru on Youtube who lives in Kingsport, Tennessee. Her name is Elizabeth "Blair" Fowler. We are not sure what her real first name is because she prefers to go by "Blair" but, due to some photos (& even in one of her videos she has something monogrammed with "EBF") people are assuming it is Elizabeth.
